Who Is The JATC?

The Eugene-Springfield Joint Apprenticeship Training Committee (JATC) is comprised of five local electric utilities including:

• Eugene Water & Electric Board (EWEB)
• Emerald Peoples Utility District (EPUD)
• Lane Electric Co-Operative (LEC)
• Blachly-Lane Electric Co-Operative (LEC)
• Springfield Utility Board (SUB)

All five utilities joined in 1967 and entered a certified training agent agreement with the State of Oregon, Bureau of Labor & Industries (BOLI).

Eugene-Springfield JATC Governance

There are 10 primary voting members of the Eugene-Springfield JATC. Each utility provides an “Employer Representative” and an “Employee Representative”. Alternates are also named, as well as an Apprentice Coordinator responsible for record keeping.

The committee role is to govern and oversee the apprenticeship programs within our five utilities, and insure that the committee is acting in compliance within the guidelines set forth by the State of Oregon in our agreement, as well as the individual program standards.

The committee also is responsible for promoting the trades and is an AAF participant.

The Eugene-Springfield JATC holds monthly meetings to discuss business, indenture new apprenticeships, review apprenticeship records and grant advancements to higher training steps. The JATC also has the authority to cancel an apprenticeship if the apprentice is not performing well.

Meeting locations rotate each month and representatives from BOLI and IBEW LU 659 are invited to participate as well.
